From TPC2 to Tomorrow: A Grateful Transition

Over the past five years, IX Renewables has had the privilege of supporting the TPC2 offshore wind project in Taiwan. What began in 2020 as a highly ambitious undertaking evolved into one of the most significant international offshore wind efforts in the region. From the start, IX played an important role in building up the project team, establishing structure, and putting in place the capabilities needed to move the project forward.

Our involvement started with supporting the engineering phase, drafting Employer’s Requirements, and setting up the initial management, contracting, and interface processes. As the project matured, our team was closely involved in helping establish the broader project organization—first through IX’s own specialists, and later by integrating internal colleagues, new hires, and partner experts to form a combined project team.

Throughout execution, we contributed to the installation of all foundations, the offshore substation, and part of the SMC works. Recently, the project reached another milestone with the installation of the first WTG, completed using a newly built heavy-lift vessel and jack-up vessel. These achievements reflect the collaboration, commitment, and professionalism of all teams involved.

These years also brought unprecedented global challenges. COVID-19 disrupted supply chains and mobility, while the Russia–Ukraine war created material shortages and cost increases across the industry. These circumstances required unconventional mitigation and constant adaptation. We are proud of how our team stepped up time and again to maintain progress in such conditions.

Following the recent public news regarding the financial impacts on the project and TPC’s payment situation, our active roles on TPC2 have now concluded. While these developments were unexpected, we respect the situation. IX remains available to support the ongoing process as required under our agreements.

We thank Foxwell, partners, suppliers, and all colleagues we have worked with over the years. The cooperation built significant capability within Taiwan’s offshore wind sector and showed what can be achieved through persistence and collaboration.

IX Renewables remains confident in the future of offshore wind in Taiwan and the wider APAC region. The commitment, expertise, and drive we have seen in Taiwan continue to inspire us, and we look forward to contributing to the next phase of the region’s offshore wind development.

With this transition, a group of experienced IX offshore wind professionals is now available for new assignments across development, engineering, PMO, QHSE, contracting, SCADA, interface management, and construction support. We welcome discussions with developers, investors, and partners who seek proven expertise.

Thank you to everyone who has been part of this journey. We remain committed to Taiwan, to APAC offshore wind, and to supporting the continued growth of the industry.

  • all export cables installed (2025)
  • first turbine installed and made save to go through winter season (2025)
  • first 9 inter array cables installed (2025)
  • WTG TSA/SAA contract negotiated and managed up to pre-assembly (2020- present)
  • SMC Design and Supply contract intiated, negotiated and managed up to all cables supplied (2023-present)
  • SMC Testing and Termination contract initiated, negotiated and managed up to first T&T execution (2023-present)
  • SMC T&I execution managed and coordinated (2024 - present)
  • FOU T&I execution managed and coordinated (2024 - present)
  • OSS EPCI contract initiated, and managed up to energisation (2023 - present)
